Turning FOS Casework into Consumer Duty Root-Cause MI: Complaints as Governance Telemetry
Volume is not the report
Boards are often shown how many complaints opened and how many closed. That number does not say whether the same operational failure is repeating. An SMF16 holder who reports only the count is exposed when the FCA reads the complaints as evidence of the firm’s governance.
DISP 1.3 requires the firm to identify and remedy recurring or systemic problems. PRIN 2A.9 requires the firm to monitor the outcomes customers actually receive, including the root cause of a failure. PRIN 2A.8 requires the governing body to review that monitoring, at least annually, and to approve the report. Complaint files are the raw material. They are not a call-centre statistic.
A taxonomy the board can use
Each upheld or escalated case is tagged to a cause that can be counted a second time:
- The process step that failed: fact-find, disclosure, dealing, review, vulnerable-customer identification.
- Whether the failing shows up in more than one adviser, one appointing firm, or one product.
- The Consumer Duty outcome it touches: understanding, support, or a foreseeable harm that was not prevented.
- What changed in the control, and when, so the next quarter can show whether the tag disappeared.
Closure within eight weeks remains a DISP measure. It is not a substitute for the tag. A firm that closes every case on time and never asks why the cases look alike has met a clock and missed DISP 1.3.
Summary
Complaint management information is a taxonomy, not a total. Linked to the operational failure and reported to the board, it is the telemetry DISP 1.3, PRIN 2A.9 and PRIN 2A.8 actually ask for.
