Fair value & ongoing advice assurance

Ongoing Review Assurance & Fee-for-Service Auditing

Ongoing adviser charging (OAC) is one of the most closely supervised areas of retail advice. Under PRIN 2A.4 and the FCA's fair value expectations, firms must be able to prove, client by client, that recurring fees match a service genuinely delivered. We conduct independent, file-by-file reconciliations that cross-reference fee deductions against documented, substantive annual suitability reviews. We find and fix the gaps before a regulator, a claims firm, or the Ombudsman does.

The Question Every Advice Firm Must Now Answer

For years, ongoing advice was evidenced by its income: the retainer was collected, so the service was assumed. That assumption no longer survives scrutiny. FCA supervisory work on ongoing advice services, combined with the Consumer Duty's Price and Value outcome (PRIN 2A.4), has shifted the burden firmly onto firms to evidence that clients actually received what they paid for.

The balance-sheet exposure is rarely confined to a single file. Unserviced accounts typically cluster in distinct risk pockets:

  • Departed Adviser Books: Orphaned client accounts left without an assigned primary contact while fee deductions continue uninterrupted.
  • Acquired Client Banks: Inherited books where legacy billing persisted without full alignment to ongoing service agreements.
  • Lower-Tier Client Segments: Smaller portfolio holders who quietly slip outside the annual review calendar.
  • Appointed Representative (AR) Drift: Distributed practices whose servicing cadences and CRM record-keeping have drifted from principal network standards.

Without a structured reconciliation, the scale of the liability remains invisible until an FCA data request, transaction due diligence, or a wave of complaints makes it catastrophic. We map every fee-paying client to evidenced service delivery, quantify any shortfall, and provide a commercially defensible plan to remediate it.

What the review covers

A

Fee-for-Service Reconciliation

Objective: Proving that every recurring charge is matched by delivered service.

  • Reconciling platform and product-provider fee data against CRM review records and client contact logs.
  • Identifying unserviced, partially serviced and "review in name only" accounts.
  • Segmenting exposure by individual adviser, AR firm, client value band and acquisition cohort.

B

Quality of the Annual Review

Objective: Testing whether a recorded review was a substantive suitability reassessment.

  • Assessing whether the review refreshed the client's circumstances, objectives and attitude to risk, and actively re-confirmed suitability.
  • Verifying that material changes in financial circumstance triggered appropriate adjustments to the portfolio or wrapper.
  • Confirming the review outcome and ongoing justification were communicated to the client in clear, plain language.

C

Total Cost of Advice & Fair Value

Objective: Evaluating cost across the entire advice chain, not just the isolated adviser fee.

  • Aggregating adviser retainers, platform custody charges, DFM fees, underlying fund and transaction expenses.
  • Identifying cohort drag, cash drag and charge stacking that undermine value for money under PRIN 2A.4.
  • Checking that cashflow models and ongoing illustrations reflect realistic net-of-fee returns.

D

"Fee-for-No-Service" Remediation

Objective: Putting things right fairly, consistently and defensibly.

  • Designing auditable scoring rubrics and risk-stratified sampling methodologies for historical books.
  • Modelling refunds and investment-loss redress, including foregone growth where fees were deducted directly from invested assets.
  • Preparing client communications and formal governance packs for SMF and board sign-off.

  1. 1

    Client Book Extraction

Ingesting platform fee deduction ledgers, CRM diary stamps, and suitability review registers across all target cohorts.

  2. 2

    Fee & Service Reconciliation

Cross-referencing fee deductions against verified delivery milestones to isolate unserviced and disengaged client accounts.

  3. 3

    Quality-of-Review Testing

Forensically auditing review files against COBS 9 and PRIN 2A to confirm suitability was genuinely re-evaluated rather than administratively signed off.

  4. 4

    Redress Modelling

Calculating restitution for unserviced periods, factoring in fee refunds, statutory interest, and portfolio growth adjustments.

  5. 5

    Board Reporting

Delivering an audit-ready executive pack with Root Cause Analysis (RCA) and SMF16 escalation recommendations.
